In an August 2018 letter, former Apostolic Nuncio to the United States Archbishop Carlo Maria Vigan accused several Catholic bishops and cardinals of failing to act on complaints of sexual misconduct by former cardinal Theodore McCarrick. According to Vigan, his predecessors in the nuncio role attempted to warn the Holy See about McCarrick, but a series of secretaries of state, notably Sodano, sheltered McCarrick from sanctions.

He earned a PhD in theology from the Pontifical Gregorian University and a doctorate in canon law from the Pontifical Lateran University in Rome. In 1959, he enrolled in the Pontifical Ecclesiastical Academy to prepare for a diplomatic career. He worked as a secretary in nunciatures in Latin America after joining the Holy See’s diplomatic service. He assigned to the Vatican’s Council for the Public Affairs of the Church in 1968.
