He earned his bachelor’s degree in “National Economy Planning” from Lomonosov Moscow State University in 1988. His study helped him making him a professional economist. Timur holds a Ph.D. in Economics and successfully defended a thesis titled “Improvement of Organisational and Economic Mechanisms of Enterprise Management in Market Environment (based on the oil industry)” (1999). He has a number of research papers to his credit. He speaks Kazakh, Russian, and English fluently.

Timur Kulibayev is married to Dinara Kulibaeva, the daughter of Kazakhstan’s president, Nursultan Nazarbayeva. Dinara is a Kazakh rich heiress, businesswoman, and former Kazakh President Nursultan Nazarbayev’s middle daughter. Nazarbayeva was born in the Soviet Union’s Kazakh SSR, Temirtau.  Despite not being well-known, she is Kazakhstan’s fourth richest person. Recently in 2022, during the Kazakh protest she lost around $200 million in fortune.

Timur worked as a junior research assistant at the Scientific-Research Economics Institute of Planning and Normative Standards (SERPeNS) under the State Plan of the Kazakh Soviet Socialist Republic from 1988 to 1992, and as a director of the Fund of Cultural, Social, Scientific, and Technological Development of Kazakhstan’s Scientific-Consulting Centre from 1992 to 1996.

He served as Vice-President for Economy and Finance of CJSC National Oil and Gas Company Kazkhoil from May 1997 until March 1999. Timur was named President of CJSC National Company for Oil Transportation KazTransOil in March 1999. He was the General Director of CJSC National Company Oil and Gas Transportation from May 2001 until February 2002. (created on the basis of KazTransOil and KazTransGas). He was the First Vice-President of JSC NC KazMunayGas, a combination of CJSC NC KazakhOil and CJSC NC Oil and Gas Transportation, from February 2002 to October 2005.

In 2007, Kulibayev became the owner through Kazakhstani investor Kenes Rakishev of Prince Andrew’s former Sunninghill Park or the Dallas Palace for $19.7 million or $4 million over the asking price after Fergie and their girls departed the property in 2006. Sunninghill Park was demolished in 2016, and a 14-bedroom house was built in its stead.

On 12 April 2011, he was appointed Chairman of the Management Board of JSC NWF Samruk-Kazyna by decree #409 of the Government of the Republic of Kazakhstan. He was elected to the Board of Directors by Decree of the Government of the Republic of Kazakhstan #410 of April 12, 2011, based on the vote results. T.A. Kulibayev’s election to the Board of Directors of Russia’s largest energy firm demonstrates the importance of economic cooperation between Kazakhstan and the Russian Federation, as well as a recognition of the Chief Executive of Samruk-Kazyna Fund’s strong professional abilities.

The Financial Times reported in 2020 on emails and whistleblower evidence that suggested Kulibayev’s team was participating in schemes that would allow Kulibayev to pocket at least tens of millions of dollars from Kazakhstani state pipeline building contracts.
