The 1985 Home Education Program Act, which authorized homeschooling in Florida, was Webster’s first piece of legislation to pass into law. He views it as his most important piece of legislation. He educated his six children at home, continues to support homeschooling, and belongs to the Institute in Basic Life Principles, a nondenominational Christian group.

In 1997, when Webster was the Speaker of the House, he stressed that any measure providing funding for schools had to meet the demands of all school districts while not increasing taxes. Though he believed the crowding issue was being exaggerated for political reasons, he consented to a school development plan funded by borrowing up to $2.5 billion in bonds. Additionally, he supported legislation in 1998 that streamlined and improved pre-kindergarten education and offered training to parents who homeschool their kids.
